Donations to Organisations The Chief Executive Officer has delegated authority to exercise discretion on the use of Council resources on small community works for local facilities. Liquor Permits That the Chief Executive Officer has delegated authority to approve the consumption of liquor at Council facilities including those provided for in Policy 407 and it approve applications not covered by this Policy at his discretion. Implementation of the Budget The Chief Executive Officer has delegated authority to use management discretion in Implementing expenditure programs contained in the annual Budget the detail of which has been finalised, the appointment of consultants and contractors to enable the proper administration of the Councils business, prioritising work, unless otherwise directed by the Council, determining whether or not to call tenders or sell by tender or auction where an obligation does not exist to do so under the Act, initiating arrangements for loans subject to referral to Council for adoption, and engaging temporary and casual staff. Stop Work Order, Building Delegation That, in accordance with Section 401A of the Local Government (Miscellaneous Provisions) Act, the Chief Executive Officer has delegated authority to serve notices to require the owner or builder, or any person engaged in the performance in illegal building work to desist further from the performance of that building work. Building License Approvals The Manager, Health/Building has delegated authority in accordance with Section 374(1b) of the Local Government (Miscellaneous Provisions) Act 1960 to approve all applications for building licenses within the terms of Councils policies where satisfied that the drawings and specifications conform to the local laws, regulations, and Town Planning Scheme requirements applicable. Councillor Wainwright verbally supported the response of the Mullewa Chamber of Commerce to Councils request to provide additional information in support of construction of a business advertising display wall. The Chamber proposes to construct a wall approximately 7 metres long in Callaghan Park diagonally facing the traffic in Gray Street. She asked if Council would supply the wall with businesses making a contribution to the Chamber through the erection of signage. CARRIED 10/0  TC "MULLEWA RECREATION CENTRE IMPROVEMENTS TO" \f C \l "1"  MULLEWA RECREATION CENTRE IMPROVEMENTS TO Correspondence was received from the Mullewa Agricultural Society in which it requests Council to undertake a program of improvement works prior to the 2000 Agricultural Show. The Society advises that it is prepared to offer some assistance in this regard but it does require an expansion of its existing facilities in order to cater for increased trade displays and show visitors. It was resolved that this matter be deferred until such time as the Chief Executive Officer is able to arrange an on-site meeting between representatives of the Society and members of the Works, Plant, Parks and Gardens Committee. TC "DOCTORS SURGERY IMPROVEMENTS TO" \f C \l "1"  DOCTORS SURGERY IMPROVEMENTS TO Councillor Thomas requested that consideration be given to the provision of an exhaust fan or similar in the Strongroom at the Doctors surgery. She advised that there is concern that rising damp within the Strongroom may result in the deterioration of patient records and other items if there is not an effective exhaust system. TC "APPROACHES TO MULLEWA CONDITION OF" \f C \l "1"  APPROACHES TO MULLEWA CONDITION OF Councillor Freeman requested that the furrows for tree planting along the edge of the Geraldton-Mount Magnet Road on the western approach to Mullewa would need to be removed at some time to ensure ease of mowing.  TC "MULLEWA TOURIST PROMOTIONS COMMITTEE ITEMS OF INTEREST" \f C \l "1"  MULLEWA TOURIST PROMOTIONS COMMITTEE ITEMS OF INTEREST Councillor Wainwright advised that she had recently attended a meeting of the Mullewa Tourist Promotions Committee in which she advised that the tourist season had been successful and that during the seven days of the Wildflower Show $16,500.00 was taken. The current balance of funds of the Committee is nearly $20,000.00.  TC "JOSE STREET LINE MARKING" \f C \l "1"  JOSE STREET LINE MARKING Councillor Wainwright asked that the white lines approaching the roundabout in Jose Street be remarked.  TC "DOG CONTROL EFFECTIVENESS OF" \f C \l "1"  DOG CONTROL EFFECTIVENESS OF The Shire President expressed concern at the value for money being achieved with the use of WA Ranger Services for dog control. He asked the Chief Executive Officer to determine whether use of Council funds in this way is effective. He reiterated his belief that a dog bonus scheme may have some effect in reducing dog numbers on a consistent basis. Councillor Thurkle left the meeting at 4:53pm.
